Well if it's severely creplpid or has a very bad case of downs then many do feel it's better to have it not be born at all, in many cases it more humane then to let someone be born without the ability to enjoy life as we know it. However, in otherwise developed enough refers to once it has a conscious. Once it's able to think, be aware and feel with that awareness. Then it's fine to remove in my opinion, majority of scientists and doctors agree, which is why it's legal.
