Why is Green Not Considered a Neutral?

Apart from the city, desert dwellers and areas like the arctic, I would say that a large majority of the people who inhabit this beautiful earth are surrounded by green flora.

Who decided that beige should be considered a neutral?  Is it because it is a diluted  tertiary color?

I’m not too sure who made the ruling on this color thing, but I would dare to declare that from now on, all shades of the gorgeous color green are to be considered NEUTRAL.
