General Services Administration Announces New Chief Architect
GSA has nearly 200 active construction and repair projects, covering 53 million square feet.

Effective November 26, Leslie Shepherd is chief architect of the U.S. General Services Administration (GSA). The position includes managing current federal design and construction, valued at approximately $12 billion dollars.
Shepherd will advise GSA administrator Lurita Doan and David Winstead, commissioner of GSA’s Public Buildings Service, over federal architecture design policy for GSA’s capital construction program. In addition, Shepherd will spearhead GSA’s Design Excellence program for all new construction and major repair projects as well as art-in-architecture commissions.
A Texas Tech University graduate, Shepherd was principal of his own design firm in Albuquerque, New Mexico before joining GSA.
“As chief architect, Les will ensure federal workplaces represent design quality and demonstrate fiscal responsibility by delivering quality projects on time and within budget,” says David L. Winstead, commissioner of public buildings.
Currently, GSA has nearly 200 active construction and repair projects, covering 53 million square feet. A centralized procurement and property management agency for the Federal government, the organization manages more than one-fourth of the government’s total procurement dollars and influences the management of $500 billion in federal assets.
